Macomb Auto Theft Squad (MATS)

The Macomb Auto Theft Squad is a multi-jurisdictional unit comprised of investigators from the Macomb County Sheriffs Of Office, Michigan State Police, Clinton Township Police Department, Sterling Heights Police Department, and the Warren Police Department The Macomb County Prosecutor's Office assigns a full time assistant prosecutor to the squad to prosecute all cases generated by M.A.T.S. and to initiate forfeiture proceedings as mandated by law. The Macomb Auto Theft Squad investigates auto theft and its related crimes including insurance fraud. In January of 2000, the Macomb Auto Theft Squad merged with the Blue Water Auto Theft Team and now provides investigative support to all police agencies in the counties of Macomb, Huron, Lapeer, Sanilac, St. Clair, and Tuscola.

The Macomb Auto Theft Squad is funded by the Michigan Automobile Theft Prevention Authority (ATPA) with Sheriff Mark Hackel being the project director. The ATPA is funded by an annual $1 assessment on each insured non-commercial passenger vehicle. Since the inception of the ATPA in 1987, auto thefts in Michigan dropped by 25%. Nationally, thefts decreased 6% for the same time period. National and state officials have agreed the ATPA is a major reason for Michigan's decline in auto theft.

In the year 2000, M.A.T.S. officers conducted 537 investigations and 276 vehicle inspections Officers recovered 192 stolen vehicles valued at more than 1.9 million dollars. This investigative effort resulted in 195 arrests 47 of which were for insurance fraud.
